The procedure for an institution to resign from the BELLE collaboration
                        - Feb. 21, 1995, at Sendai meeting

  1) Write this intention to one of the spokespersons,
     clearly stating the  reasons.
  2) The spokespersons should make every effort to remove obstacles and
     to persuade the group not to resign before giving the matter to 
     the IB meeting.
  3) The matter will be discussed at the next IB meeting.
  4) The technical manager should evaluate its impact and discuss
     possible remedial measures at the IB meeting.
  5) The free will is respected in general and approved in the IB meeting
     and then passed to the general meeting, where the formal approval is
     given.
