------------------------------------------------------------------------- Policy on publication ------------------------------------------------------------------------- Review of Publications 1.BELLE notes and Subgroup's internal notes: No initial review is needed and they can be made public through WWW unless it includes new physics result. If a BELLE note includes new physics result it follows rule 2. New physics result must be reviewed and critically examined at the appropriate physics subgroup and then presented at a general collaboration meeting. Also, the author(s) must describe the analysis in detail in BELLE note(s). 2.Physics preprints and contributions to physics journals: The spokespersons choose three (or more) persons to review the manuscript. At the same time, the preprint is posted on a locked WWW page. Collaborators can send critical comments, requests for additional checks and opinions to the reviewers. The review committee may also request checks and additional work on the analysis. The review committee should try to carry out their work as quickly and efficiently as possible and then send a recommendation to the collaboration. Critical examination of the paper should continue until the committee and the collaboration is satisfied. During the review process the review committee can ask the authors to give an open presentation(s) to the group. 3.Technical papers: Detector R&D papers can be submitted without the review process, even if they are relevant to future upgrades of BELLE. Technical papers about the performance of the present BELLE detector should be reviewed either by the spokespersons or by a reviewer chosen by the spokespersons. 4.Physics Talks at conferences: The speaker is chosen by the spokespersons. He/she should post his/her slides on a locked WWW page and is required to give a practice talk at a video meeting. Both must be made at least one week before his/her departure. If agreement about the content of the talk cannot be reached at the open presentation, the spokespersons make a decision. Policy on Authorship of Physics Publications This policy is applicable for the first two years. 1. Eligibility 1.1 All the physicists including graduate students can be the authors. 1.2 Included are the individuals who contribute significantly to the construction of the detector, running, analyses and/or improvements of the experiment. 1.3 Each individual should confirm his/her authorship by submitting the following statement: "I have read this paper and agree with its conclusions. Please include me as an author." 2. Order of author-listing The order of authors is in principle alphabetic 3. Term being eligible as an author New collaborators After becoming a member of BELLE, 6 months of contribution to the experiment is required to be included as an author unless his/her contribution is essential to the paper (judged by the spokespersons). 4. Responsibility and Bookkeeping 4.1 The contact person of each institution is responsible for the possible names to be included of his/her institution. (Whether or not to include each name is judged by the spokespersons.) 4.2 The IB secretary (presently Y.Sakai of KEK) is responsible for bookkeeping the inclusive list of possible authors. 4.3 The contact person of the paper is to prepare the author list out of the inclusive list for the particular paper being prepared. 4.4 The spokespersons make judgment whenever problems occur. Any dispute may be brought up to IB and discussed there.
