------------------------------------------------------------------------- Policy on selection of spokespersons. ------------------------------------------------------------------------- Policy on BELLE Spokespersons 1. Role (a) Lead the physics activities to maximize the productivity in a timely manner. (b) Secure as much budget and machine time as possible. (c) Lead, manage, and represent all of the constituencies of BELLE. (d) Garner international recognition and publicity within and outside the community for BELLE's accomplishments, both realized and anticipated. The most important requirement is that he/she can and will devote most of his/her time and effort to the BELLE experiment, i.e., he/she must have no substantial commitment to other projects during his/her term of office. 2. Number of spokespersons and responsibility sharing Three spokespersons: 1 (abroad) +1 (Japanese universities) + 1 (KEK), selected from among the staff members of the BELLE collaboration. [See notes A and B below.] (Ideally, each is expected to be present at KEK at least half-time during the term of office.) The sharing of responsibilities will be determined by the spookespersons upon their election, and will be publicized to the members of the BELLE collaboration by the time their term of office begins. 3. Term (a) 2 years [See note C.] (b) Maximum 3 consecutive terms (effective on April 1, 2000) 4. Nomination (a) A nomination committee is set up six months prior to the end of the spokesperson's term of office. [See note D.] (b) The nomination committee selects three candidate names for each spokesperson (KEK, Jpn univ., and abroad). This slate of candidates is presented to the members of the BELLE collaboration at the [November?] general meeting immediately prior to the end of term of office of the outgoing spokespersons. 5. Voting method (a) Registered voters vote for each spokesperson. [Details to be provided later.] (b) If one candidate does not achieve a majority in the first round of balloting, a runoff for the affected position is held between the two top candidates. This applies to each spokesperson. ----------------------------------------------------------------------------- Note A. There is no constraint on the KEK spokesperson having other KEK management responsibilities. For example, the KEK spokesperson might also be a Shukan (KEK division head). B. It is desirable to have the non-KEK spokesperson spend a substantial part (at least half?) of his/her time at KEK, to attend in person most of the meetings of substance (collaboration-wide, physics subgroup, etc.) and to maintain a close working relationship with the BELLE collaborators. C. When a spokesperson cannot finish term: Ask the first/second runner-up to complete the term. If these runner-ups don't want to take the job anymore or are unable to do so, spokespersons appoint the replacement to complete the term. D. In this round, the ad hoc committee that is writing this policy is also empowered to act as the nomination committee. For the following elections, the nominating committee will be selected by the Institutional Board chair person and approved by IB members and then by the collaboration.
